I speak on technology policy topics. Much of the talk discusses when, how, and where the technology meets policy. A few of the questions the lecture answers are: 

• What are the wicked policy challenges?  

• How the nature of technologies are changing? 

• How to visualise technology lifecycle and transition as a subject of policy inquiry? 

• Can policy guide technology? Why State intervenes? 

• How does policy affect technology? Where does the State intervene?
