Hi, I am Avinash Koli, a technology and innovation policy professional. Currently, I am part of the Strategic Support Unit (SSU) at the CEO Office, Anusandhan National Research Foundation (ANRF), Government of India. As part of it, I closely work with the CEO, supporting all his process and programme reforms, including initiatives at the ANRF.

Apart from my attached role with ANRF, I work as a programme manager with Foundation for Advancing Science and Technology (FAST India), a S&T policy think tank based out of Delhi. I study models of what makes for technology and innovation worldwide and refines them to suggest programmatic interventions for clients.

My primary areas of interest are technology development, appropriation, and spillover management policy. I help strategise how innovation policy intervention can enable positive, prevent negative, and optimise for appropriation externalities.

Recently, I was engaged as a NAST (Network for Advanced Study of Technology Geopolitics) Fellow (2024-25) with the Takshashila Institution. My working paper developed during the fellowship was conferred with the Best Paper Award.

I like to share ideas of the field with the technology policy community, including technologists, policy professionals, and students. For more, please see talks. 

I hold a Master's in Public Policy from the Indian Institute of Technology Delhi, M.A. in Politics with International Relations from Jawaharlal Nehru University, and a Bachelor's in Urban Planning from the School of Planning and Architecture Bhopal.
